       In order to speed up the environmental protection work of construction projects from the focus on pre-approval to strengthen the supervision and management of post-event，Standardize work flow，Improve regulatory measures，Improve the supervision and management efficiency and implementation rate of environmental protection departments at all levels over the whole process of construction projects，The Ministry of Environmental Protection issued the "Measures for the Supervision and Administration of Environmental Protection Matters during and After Construction Projects (Trial Implementation)" (No. 163 (2015))，The measures clarify the responsibility of environmental protection departments at all levels for the supervision and management of environmental protection matters during and after construction projects，Strengthen the construction units to fulfill the main responsibility of environmental protection，The responsibility of local governments to improve environmental quality has been enhanced。The environmental supervision of construction projects is regarded as one of the main contents in the supervision and management of construction projects, which makes the responsibility of environmental supervision more prominent and more significant。In order to further do a good job in the pre-event and post-event supervision of environmental protection of construction projects, and give full play to the important role of environmental supervision of construction projects, the relevant issues are hereby notified as follows:

First, the construction unit shall earnestly perform the environmental supervision obligations of the construction project

（一）对建设项目实施环境监理是《陕西省实施<中华人民共和国环境影响评价法>办法》要求我省建设项目必须遵守的法规，Environmental impact assessment and approval documents require environmental supervision of construction projects，The construction unit must entrust the qualified environmental supervision institution in the province to carry out the environmental supervision of the construction project during the design stage of the construction project。The environmental supervision period starts from the construction of the construction project to the completion of the main project and supporting environmental protection facilities and the implementation of environmental protection and ecological protection measures, which meet the requirements of the project environmental impact assessment documents and approval documents, and the environmental supervision report ends after passing the technical review。

(2) In order to improve the control of the environmental supervision institution in the process of project construction, the construction unit shall take seriously the opinions and suggestions of the environmental supervision institution on the environmental protection and ecological protection work of the construction project, and timely solve the environmental protection and ecological protection problems existing in the project。

(3) The construction unit shall establish an assessment system for the environmental supervision work of the project, and check whether the staff dispatch, equipment allocation and work content of the environmental supervision project department meet the environmental supervision implementation plan and the provisions of the environmental supervision contract。

Second, strengthen the service awareness of environmental supervision and improve the technical level of environmental supervision

(1) The environmental supervision institution is entrusted by the construction unit，To be responsible for environmental supervision of construction projects，We should establish a sense of service for the construction unit and the society，Through the implementation of environmental supervision, the "three simultaneous" problems of environmental protection, ecological protection and construction projects during the construction period are well realized.，Make the construction project environmental protection facilities, measures and ecological protection and restoration measures implemented。

(2) Environmental supervision institutions shall formulate training plans for environmental supervision personnel, strengthen the training and education of environmental supervision personnel, familiarize themselves with and master environmental protection related laws, regulations, standards, pollution prevention and control technology, ecological protection and other environmental protection knowledge, and constantly improve their business skills and service level。

(3) The environmental supervision institution shall carry out the environmental supervision work of construction projects in strict accordance with the relevant norms, standards and regulations of environmental supervision of construction projects issued by our province。Strengthen the on-site management of environmental supervision, carefully fill in the on-site form for environmental supervision, report the monthly environmental supervision report to the construction unit and the competent environmental protection department on time, prepare the environmental supervision implementation plan and environmental supervision report of the construction project as required, and submit the environmental supervision management department or the competent environmental protection department for technical review。

(4) The environmental supervision institution and the environmental supervision personnel shall be responsible for the environmental supervision results of the construction project for life。The environmental supervision work is not carried out in accordance with the prescribed procedures, time periods and contents，There are serious behaviors such as intentionally reducing procedures, shortening supervision time, reducing work content and cheating, and the construction project causes environmental pollution, ecological damage or losses to the construction unit due to environmental supervision mistakes，Environmental supervision institutions and environmental supervision personnel shall bear corresponding responsibilities。

Third, further strengthen the management of environmental supervision of construction projects

(A) the province's environmental protection authorities at all levels shall, according to the unified deployment of the provincial Environmental Protection Department, effectively do a good job in the management of environmental supervision of construction projects, formulate environmental supervision supervision and inspection plans, and incorporate environmental supervision and inspection into the environmental law enforcement inspection content。For construction projects that carry out environmental supervision, construction projects that have started construction but have not entrusted environmental supervision shall be urged to carry out environmental supervision work in accordance with regulations。

(2) Shaanxi Provincial construction project supervision and management station shall, according to the needs of construction project management, further strengthen the environmental supervision and management work, formulate and improve the relevant standards, norms and management systems of environmental supervision。In the assessment process of environmental supervision institutions, the results of daily supervision and inspection of environmental supervision projects within the jurisdiction of the municipal (district) and county (district) environmental protection authorities shall be incorporated into the assessment content of environmental supervision institutions。Environmental supervision institutions with poor assessment shall be strictly dealt with in accordance with relevant regulations。The environmental supervision institutions and individuals who have performed well in the environmental supervision work should be commended。At the same time, we should strengthen the construction of the training system and service system of environmental supervision in our province, and constantly improve the level and service quality of environmental supervision in our province。

(3) All levels of environmental protection departments in charge of environmental supervision personnel, should actively participate in all kinds of environmental supervision knowledge training and learning, improve the management of environmental supervision and on-site problem solving ability。Timely processing of environmental supervision agencies to report environmental supervision monthly reports, special reports, etc., improve environmental supervision archives management。Publish the department, contact person and contact information (telephone number, correspondence address and E-mail address, etc.) responsible for the environmental supervision of the construction project on the official website, so as to better serve the project construction unit and environmental supervision institution。

(4) Environmental supervision shall be a necessary condition for the acceptance of environmental protection for the completion of construction projects。Where the construction project requires environmental supervision, the competent department of environmental protection will pass the technical review of the construction project environmental supervision report as a prerequisite for the construction project environmental protection acceptance inspection, included in the application for the completion of the construction project environmental protection acceptance application list。

The contents of this notice shall be implemented as of the date of issuance。
